Purpose of Program: The CCAMPIS Program supports the participation
of low-income parents in postsecondary education through the
provision of campus-based child care services.
    Applications Available: April 8, 2009.
    Deadline for Transmittal of Applications: May 8, 2009.
    Eligible Applicants: Any institution of higher education that
during FY 2008 awarded a total of $350,000 or more of Federal Pell
Grant funds to students enrolled at the institution.  An
institution that currently has a CCAMPIS Program grant with a
project period ending in 2009 and 2010 is eligible to apply in
accordance with section III. 3 of the notice.
    Estimated Available Funds: $10,714,000.
    Estimated Range of Awards: $10,000-$300,000.
    Estimated Average Size of Awards: $90,333.
    Estimated Number of Awards: 119.

  State Personnel Development Grants (SPDG) Program (Federal
  Register: April 14, 2009 [CFDA# 84.323A])

Purpose of Program: The purpose of this program is to assist State
educational agencies (SEAs) in reforming and improving their
systems for personnel preparation and professional development in
early intervention, educational, and transition services in order
to improve results for children with disabilities.
    Applications Available: April 14, 2009.
    Deadline for Transmittal of Applications: May 29, 2009.
Eligible Applicants: An SEA of one of the 50 States, the District
of Columbia, or the Commonwealth of Puerto Rico or an outlying area
(United States Virgin Islands, Guam, American Samoa, and the
Commonwealth of the Northern Mariana Islands).
    Estimated Available Funds: We estimate that $4,965,000 will be
available for new awards for this program in FY 2009.  Contingent
upon the availability of funds and the quality of applications, we
may make additional awards in FY 2010 from the list of unfunded
applicants from this competition.
    Estimated Range of Awards: $500,000-$4,000,000 (for the 50
States, the District of Columbia, and the Commonwealth of Puerto
Rico).  In the case of an outlying area awards will be not less
than $80,000.

Purpose of Program: The Foreign Language Assistance Program (FLAP)
provides grants to local educational agencies (LEAs) for innovative
model programs providing for the establishment, improvement, or
expansion of foreign language study for elementary and secondary
school students.  Under this competition, as required by Public Law
111-8 (the Omnibus Appropriations Act, 2009), 5-year grants will be
awarded to LEAs to work in partnership with one or more
institutions of higher education (IHEs) to establish or expand
articulated programs of study in languages critical to United
States national security in order to enable successful students to
achieve a superior level of proficiency in those languages.  In
addition, an LEA that receives a grant under this program must use
the funds to support programs that show promise of being continued
beyond the grant period and demonstrate approaches that can be
disseminated to and duplicated in other LEAs.  Projects supported
under this program may also include a professional development
component.
    Applications Available: April 21, 2009.
    Deadline for Notice of Intent to Apply: May 11, 2009.
    Deadline for Transmittal of Applications: May 27, 2009.
    Eligible Applicants: LEAs, including charter schools that are

  Fulbright Scholar Program for US Faculty and Professionals for
  2010-2011

The Fulbright Scholar Program offers 69 awards in lecturing,
research or combined lecturing/research in environmental science,
including four Fulbright Distinguished Chairs, the African Regional
Research Program and the Middle East and North Africa Regional
Research Program.  Even better, faculty and professionals in
environmental science also can apply for one of the 144 "All
Discipline" awards open to all fields.
 
What does Fulbright offer in environmental science?  Here are a few
of the awards for 2010-2011:
 
  *  Northern and Eastern Europe: Opportunities in environmental
     health in Finland, renewable energy/energy research in

Are you waiting until the last minute to file your federal tax return? If so, check out these tips from the IRS. They include:

E-filing your taxes.
• Reviewing your tax ID numbers.
• Double-checking your math.
• Choosing direct deposit to get your refund more quickly.
Applying for an extension if you can’t meet the April 15 deadline.

4. Sexual Assault Awareness Month

April is Sexual Assault Awareness Month (pdf). Sexual assault encompasses any unwanted sexual contact and its victims can be of any gender, age, ethnicity, sexual orientation, or ability.

According to survey statistics, at least one in six American women has been the victim of rape or attempted rape. Who are the perpetrators? They can be family members, friends, acquaintances, or strangers.

If you or someone you know has been sexually assaulted, please call the National Sexual Assault Hotline at 1-800-656-HOPE (4673), 24 hours a day, 7 days a week, or visit www.rainn.org.

5. Digital TV Conversion – June 12
----------------------------------------------------------------------------------------------------------
On June 12, 2009, all television stations in the U.S. will switch from analog to digital broadcasting. The switch was originally set to occur in February 2009, but Congress delayed the transition to give stations and consumers more time to prepare.

If you have an analog TV and do not subscribe to a paid service (such as cable or satellite), you’ll need to purchase a TV converter box. To help with the transition, every U.S. household is entitled to two coupons (each worth $40) that can be applied towards the cost of the converter box. Apply online for coupons.

Purpose of Program: The Territories and Freely Associated States
Education Grant (T&FASEG) program supports projects to raise
student achievement through direct educational services.  Grants
are awarded competitively to local educational agencies (LEAs) in
the U.S. Territories (American Samoa, the Commonwealth of the
Northern Mariana Islands, Guam, and the U.S. Virgin Islands) and
the Republic of Palau.  The LEA may use grant funds to carry out
activities authorized by the Elementary and Secondary Education Act
of 1965, as amended (ESEA), including teacher training, curriculum
development, the development or acquisition of instructional
materials, and general school improvement and reform.
    Applications Available: April 23, 2009.
    Deadline for Transmittal of Applications: June 10, 2009.
    Eligible Applicants: LEAs in American Samoa, the Commonwealth

Institute for International Public Policy that will conduct a

populations in the international service, including private

students to study abroad in their junior year, fellowships for
graduate study, internships, and intensive academic programs, such
as summer institutes, or intensive language training.
    Applications Available: April 1, 2009.
    Deadline for Transmittal of Applications: May 1, 2009.
    Eligible Applicants: Consortia consisting of one or more of the
following entities: (1) An institution eligible for assistance
under part B of title III of the HEA (20 U.S.C. 1060 et seq.); (2)
a tribally-controlled college or university or Alaska Native or
Native Hawaiian-serving institution eligible for assistance under
part A or B of title III of the HEA (20 U.S.C. 1057 et seq. or 1060
et seq.) or an institution eligible for assistance under title V of
the HEA (20 U.S.C. 1101 et seq.); (3) an institution of higher
education that serves substantial numbers of underrepresented
minority students; and (4) an institution of higher education with
programs in training foreign service professionals.
    Estimated Available Funds: $1,837,000.

Purpose of Program: The MSEIP is designed to effect long-range
improvement in science and engineering education at predominantly
minority institutions and to increase the flow of underrepresented
ethnic minorities, particularly minority women, into scientific and
technological careers.
    Applications Available: April 1, 2009.
    Deadline for Transmittal of Applications: May 1, 2009.
    Deadline for Intergovernmental Review: June 30, 2009.
    Eligible Applicants: The eligibility of an applicant is
dependent on the type of MSEIP project.  There are four types of
MSEIP projects: institutional projects, design projects, special
projects, and cooperative projects.  We will not award Design
Project Grants in the FY 2009 competition.
    Estimated Available Funds: $2,907,826.
    Estimated Range of Awards: Institutional Project Grants:
$100,000-$200,000.  Special Project Grants: $35,000-$100,000.
Cooperative Project Grants: $135,000-$300,000.
    Estimated Average Size of Awards: Institutional Project Grants:
$150,000.  Special Project Grants: $75,000.  Cooperative Project
Grants: $220,000.
    Estimated Number of Awards: Institutional Project Grants: nine.

Purpose of Program: The TCCU and the ANNH programs authorized by
Title III, Part A of the Higher Education Act of 1965 (HEA), as
amended by the Higher Education Opportunity Act of 2008 (HEOA),
Public Law 110-315, provide grants to eligible institutions of
higher education (IHEs) to help them become self sufficient and
expand their capacity to serve low-income students by providing
funds to improve and strengthen their academic quality,
institutional management and fiscal stability.  Section 371 of the
HEA makes funds available in FY 2009 to certain minority-serving
institutions eligible for Title III Part A programs including an
additional $30 million to the TCCU program, of which $7 million is
available for new awards; and $15 million to the ANNH program, of
which $10 million is available for new awards.
    Applications Available: April 3, 2009.
    Deadline for Transmittal of Applications: May 4, 2009.
    Eligible Applicants: An IHE that qualifies as an eligible
institution under the TCCU and the ANNH programs may apply for
grants under this notice.  These programs are authorized by Title
III, Part A, of the HEA.  To qualify as an eligible institution
under any Title III, Part A program, an institution must, among
other requirements -- (1) Be accredited or preaccredited by a
nationally recognized accrediting agency or association that the
Secretary has determined to be a reliable authority as to the
quality of education or training offered; (2) Be legally authorized
by the State in which it is located to be a junior college or to
provide an educational program for which it awards a bachelor's
degree; (3) Be designated as an "eligible institution" by
demonstrating that it: (A) Has an enrollment of needy students as
described in 34 CFR 607.3; and (B) has low average educational and
general expenditures per full-time equivalent (FTE) undergraduate
student as described in 34 CFR 607.4.
    Estimated Available Funds: $7,172,000 for the TCCU program and
$14,345,000 for the ANNH program for FY 2009.

Voting for the Federal Final Four begins on Wednesday, April 1 at 9 a.m. and ends on Thursday, April 2 at 5 p.m.

The Final Four will be whittled down to the Big Two from 9 a.m. Friday, April 3 to 5 p.m. on Monday, April 6.

Tuesday, April 7 from 9 a.m. to 5 p.m. will see the climatic match-up to determine the winning publication, which will be announced on Wednesday, April 7.

Remember, once they’re selected, for 30 days the top two vote-getting publications will be offered at a 25 percent discount – and every vote counts!
